The 4th Plenary Session of 16th Central Committee (CC) of the Chinese Communist Party (CCP) was inaugurated here Thursday, at which the CPC will consider strengthening the capacity of the Party in the exercise of power.

During this session four days, the CPC Central Committee will hear a report of the Political Bureau of CPC Central Committee and especially discussed the “Decision of CPC Central Committee on Strengthening the Party’s capacity in terms of exercise of power. “

According to analysts, is the first time in its history the CPC that the theme of strengthening the capacity of the Party in the exercise of power is discussed as the main subject.

“Strengthening the capacity of the exercise of power” was initiated in 2002 at the 16th CPC National Congress, and this has been highlighted repeatedly by senior leaders of the CCP and analyzed by scholars on Party building.

According to analysts, the proposal on strengthening the capacity of the exercise of power results from strategic thinking of the CCP on the major problems in the future governance of the country.

Analysts have estimated that the PCC should strengthen its capacity to exercise power according to law, focusing on the judicious treatment of the relationship between the Party and state administration, and then adapt a method governance in line with the rules of development of market economy.

This session was held as decided July 23 at a meeting of the Political Bureau of CPC Central Committee, during which it was decided that strengthening the capacity of the CPC in exercise power is an issue of strategic importance linked to the prosperity and decline of the socialist cause, the destiny of the Chinese nation and the long-term stability as well as the Party of the State.

The CPC Central Committee, elected by the Congress of the CPC, is the highest governing body in between the CPC Congress. The plenary session of the CPC being held under the auspices of the Political Bureau of the CC, at least once a year.
