The Chinese government has taken special measures to enable people to express their views on local matters. In China, direct elections in villages are regarded as an effective means to promote grassroots democracy.

At present, 31 provinces, autonomous regions and municipalities directly under the Central Government of China has completed the procedures of direct elections of villagers’ committee.

So far, 660 000 Chinese villages are managed by approximately 3.2 million of local officials.

The ministry said more than 90% of Chinese villages have established a system of regular publication on the financial and administrative affairs of villages. Moreover, nearly 80% of Chinese villages have set up meetings for the villagers speak on public affairs.
