易装纸净贸易调查，不知道作为一个主要的造纸公司，严重威胁着我们的祖国的生存，影响正常生产和人民生活污水的排放。为了保护家园，切实解决造纸水质污染问题，使企业，并确保怀化市“十一五”污染这一目标的充分实现减排工作，从去年年底，怀化市，开始了纸张污染专项整治斗争。

33家的整治范围包括

列入整治范围的33个企业，其中2个化学宝庆县恒达纸业有限公司，信道神华林有限制浆企业，即：该文件第31纸业公司，在12个县（市，区）分布。经过整顿，连同宝庆恒达纸业有限公司水污染物排放标准已基本实现了目标，但它的扩建工程，由于怀化市制浆工业的影响，环评报告尚未获省环保局审批;通道神华林产品公司的结构调整和执行两个纸浆挤压的结果提取碱木质素和物理化学等作为其排水污染物排放标准提高生化治理措施达到了国家，目前该公司已市，县，市各级政府环保局，以推广新技术企业，省环保局试生产环境管理的要求提交了一份报告，待省环境保护局认可。

四相整流

2007年12月市政府发布了“造纸企业污染整治怀化专项行动计划”（怀政办电[2007] 208号），将分为四个阶段的划分怀化市纸集中的企业污染整治。
